There are a few things you need to have before you can make a Winqual submission.
VeriSign
Apply for a VeriSign Organizational Certificate ID or a VeriSign “Microsoft Authenticode” Digital ID.
The certificate is required to establish an account at the Windows Dev Center – Hardware Dashboard and to digitally sign your driver(s).

NOTE: Creation of the VeriSign Authenticode Digital ID can take up to 10 business days, so do this step first to avoid delays!
NOTE: If you already have a VeriSign ID, check to make sure it’s still valid.

This is the first time that you will need your VeriSign ID.
